كتاب جليل من كتب القضاء في الإسلام، أصلُ هذا الكتاب المخطوط الذي بين أيدينا عبارة عن مسائل جمعها المولى جلال الدين العرب من الكتب المعتبرة، والحوادث الواقعة بين يديه وسماها: «القول لمن»، وذلك حالَ كونه كاتبًا في محكمة قسطنطينية، ثم بعد ذلك أخذها نوعي زاده أفندي وزاد عليها أضعافًا، ونُقل على غلاف النسخة المكّيّة نقلًا عن صاحب كشف الظنون أنّ أصل المجموعة هي للمولى جلال الدين محمّد أفندي بن أحمد عرب زاده، وأنّ نوعي زاده أخذها وزاد عليها أشياء وسمّاها: «الجمع الحسن»، والصواب هو الأوّلفالكتاب عبارة عن مسائل وضعها المؤلِّف واختارها من أمّهات كتب الفقه على مذهب الأحناف - وهو المذهب المعتمَد في الدولة العثمانية - لتساعد القُضاة في عملهم.وقد أشار المؤلِّف إلى ذلك في مقدّمة الكتاب بقوله: «أردتُ أن أرتّب مجموعًا لإخواني من الحكّام، ينفعهم عند قطع الخصام، من المسائل التي يكون القول فيها لأحد المتخاصمين بيمينه، أو بمجرّد قوله بلا يمين»، ثم ذكر المؤلِّف الكتب التي اعتمد عليها ورجع إليها فيما سطّر في مؤلَّفه من نصوص ومسائل اختارها من مختلف أبواب الفقه الإسلامي، وفق مذهب أبي حنيفة رحمه الله

A venerable work among the books of qada in Islam, the core of this manuscript consists of masail gathered by Jalal al-Din al-Arab from reliable texts and active cases while serving as a court scribe in Constantinople, which he titled Al-Qawl Liman. Later, No'i Zadeh Effendi took this compilation and significantly expanded it; though the author of Kashf al-Zunun claims the original compilation belongs to Jalal al-Din Muhammad Effendi bin Ahmad Arab Zadeh who renamed it Al-Jam' al-Hasan, the former account remains the correct one. The book serves as a collection of masail selected from the authoritative mother-books of Hanafifiqh—the official madhhab of the Ottoman State—to assist qudat in their daily duties. The author explicitly outlined this goal in his introduction, stating: "I intended to compile a collection for my brothers among the hukkam that will benefit them when resolving disputes, consisting of masail where the final statement belongs to one of the litigants by virtue of his oath, or by his mere statement without an oath," before listing the source texts he referenced across various chapters of fiqh according to the madhhab of Abu Hanifa.
