There are a handful of books that should be obligatory reading for every Ifta student as well as any alim who wishes to properly understand the workings of the Hanafi school.This is one of them.

When the author asked my suggestions for a topic that he could research for his PHD, I advised him to gather the masail on which fatwa is given contrary to Zahir ar-Riwayah, then study the reasons for each.
Keeping this as the main focus of the treatise, he filled the book with valuable research that every mufti should study.

He starts with a deep study of what is Zahir ar-Riwayah and shows that the correct number of books in Zahir ar-Riwayah is 5 and not six. He also corrects many other misconceptions.

He then has a valuable section on the concept of rasm al-mufti/usul al-ifta, clearing up the misconception that this is some creation of Ibn Abidin, by listing dozens of books before Ibn Abidin wherein these usul were mentioned, showing what each of these authors contributed to this important field.

He then discusses the thorny issue of Tabaqat al-Fuqaha and all the ikhtilaf around it.

He then goes into the main topic, discussing the various reasons why our fuqaha left Zahir ar-Riwayah viz. Urf, Darurah (showing there is no real difference between Darurah and Hajah in the usage of our fuqaha), Taysir, Ihtiyat, Dalil, Umum al-Balwa etc

Multiple examples are given for each, with in-depth discussion.

The booked is filled with fawaid and is a must read for any serious student of the Hanafi Madhab.
